The UAE Council for Entrepreneurship, chaired by H.E. Alia bint Abdulla Al Mazrouei, Minister of State for Entrepreneurship, held its second meeting in 2025 with representatives from federal, local, and entrepreneurial support entities. The meeting aligns with the “We the UAE 2031” vision to enhance the UAE business environment and promote SME growth across the UAE, especially for those looking to start a business as an SME. With Dubai’s population set to exceed 4 million in 2025, the emirate has become the top choice for AI Startups 2025 offering a tax-friendly environment and an inclusive ecosystem that attracts global talent. 

UAE’s Vision to Attract and Support SMEs

Key discussions included progress updates on previous recommendations, a review of Federal Law No. 2 of 2014 on Small and Medium Enterprises (SMEs), and the development of a database for entrepreneurs. These initiatives aim to streamline business setup processes and support the UAE startup ecosystem.

According to H.E. Al Mazrouei, the Council focuses on building effective frameworks to empower entrepreneurs, boost startup growth, and increase foreign investment in the UAE. The Council’s efforts contribute to positioning the UAE as a leading destination for international businesses and a knowledge-based, innovation-driven economy. The vision is also aligned with the Future100 initiative, aiming to strengthen the UAE’s entrepreneurial ecosystem, positioning the UAE as a leading global hub for innovation and entrepreneurship. The recently concluded Dubai AI Week 2025 further reinforced the UAE’s reputation as a leader in artificial intelligence and digital transformation.

Expanding Startup Opportunities in the UAE

The meeting also reviewed the Youth Entrepreneurship Council Strategy, supporting young founders in launching innovative projects and benefiting from UAE SME support programs. Discussions included participation in international expos and future plans for 2025 entrepreneurship events in the UAE, offering global exposure and engagement opportunities. 

Preparations for the National Forum for Government Procurement were also highlighted. This initiative enhances SME access to government contracts in the UAE, providing opportunities for small business owners in Dubai to bid on upcoming tenders, engage with federal entities, and overcome procurement challenges.

The UAE’s robust economic ties with Europe, supported by strategic trade agreements and economic growth, are creating significant opportunities for European SMEs. In 2025, the UAE ranks among the top 10 destinations attracting German millionaires, reflecting its strong appeal. US$40 billion agreement between Italy and the UAE also underscores their commitment to collaboration in future-focused industries.

National Agenda to Boost SME Competitiveness

The meeting concluded with a review of the National Agenda for Entrepreneurship and SMEs, focusing on seven strategic pillars: ease of doing business in the UAE, innovation in SMEs, digital transformation, funding access, entrepreneurial talent development, business support, and increasing demand for SME products and services.
