H.H. Sheikh Mohammed approved the largest Dubai budget with an operating surplus of 21%. Dubai’s revenue is forecasted to reach Dh302 billion while total expenditures to Dh 272 billion from 2025 to 2027. Projected revenues for 2025-2027 to surpass expenditures by Dh30 billion. In the 2025 budget, Dubai continues to prioritize improving quality of life across key sectors, including, health, culture, and infrastructure.

Dubai Budget 2025 Breakdown by Sectors 

A 30% budget will be reserved for education, health, housing, social development, and community services while 46% towards infrastructure projects such as roads, bridges, energy facilities, sewerage and drainage networks, and construction of the new airport. 

Considerable focus has been given to the security, justice, and safety sector with an allocation of 18% budget amount highlighting its importance as one of the emirate’s most vital areas. In addition, 6% of government spending is designated to strengthen the public services sector and foster creativity and culture for innovation and research. The recently concluded GITEX Global 2024 was a testament to the UAE’s readiness for AI innovation.

The record budget for 2025-27 supports future goals to drive sustainable economic growth and strengthen Dubai’s position as a hub for innovation and investments. Moreover, a reserve of Dh5 billion in revenues highlights Dubai’s dedication to supporting development projects, boosting the economy, and reaching ambitious future initiatives.

Dubai Economic Plan

Earlier this year, the Executive Council also approved the Foreign Direct Investment (FDI) Dubai Economic Plan to attract Dh650 billion in foreign investments by 2033. This initiative is a key component of Dubai’s D33 Economic Agenda, which seeks to enhance the emirate’s attractiveness to international investors and position the city among the top three global economic hubs.
